OK, we aren't *ONLY* going to report condor bugs.

Currently, Condor doesn't support dynamic reconfig of DAEMON_LIST: you
have to restart the master in order for DAEMON_LIST changes to take
effect.  Well, we fixed this in Optena so that the master can handle
DEAMON_LIST changes on just a reconfig.

We'd like to contribute this back to Condor once we get CVS access
between us straightened out.  Would you be willing to take it?
