Generally this means that Ruby and Opal haven't been properly symlinked into your Simics 3.0 workspace. Make sure you completed steps 4-6 of the Setup For Simics 3.0.x Wiki page:

Hi all,

I am beginner in Simics and gems. So, I am right now fighting to get gems
installed, up and running. [Simics 3.0 worked fine]

For sure my problem is trivial and is configuration-related, but I am trying
many hours to fix the problem with no success. So, I decided to post my problem
in hope somebody can help me.

I've been following the setup instructions for gems based on simics 3.0. I reach
the point to "make" ruby and opal but in both cases at the end of the
compilation process the following error appears (the one shown is for opal):

xxx@pciq:~/investigacion/gems/gems-2.1/opal> make module
DESTINATION=MOSI_SMP_bcast
Opal: building module
make generated/generated
make[1]: se ingresa al directorio `/home/xxx/investigacion/gems/gems-2.1/opal'
make[1]: `generated/generated' está actualizado.
make[1]: se sale del directorio `/home/xxx/investigacion/gems/gems-2.1/opal'
make BUILD_FLAGS=-DSIMICS module_go
make[1]: se ingresa al directorio `/home/xxx/investigacion/gems/gems-2.1/opal'
Made module
make[1]: se sale del directorio `/home/xxx/investigacion/gems/gems-2.1/opal'
Opal: Linking simics module
cd ../simics; make opal
make[1]: se ingresa al directorio
`/home/xxx/investigacion/gems/simics_3_workspace'
make[1]: *** No hay ninguna regla para construir el objetivo `opal'. Alto.
make[1]: se sale del directorio
`/home/xxx/investigacion/gems/simics_3_workspace'
make: *** [module] Error 2

The error comes when entering the ../simics directory and trying "make opal".
Opal rule does not exist in the Makefile

Any help will be much appreciated.

Best regards,
José Flich
