The Orion power models included in gems-2.1 have leakage models included. For mode details on the leakage model, you can follow http://www.princeton.edu/~peh/publications/leakage.pdf
I interfaced the original Orion power model with Gems and the power numbers reported will be in accordance to the technology and microarchitecture parameters you set.
