Arnab,

  GEMS 2.0 and later have Wattch integrated with Opal. There isn't any 
documentation, but the configurable params are in opal/power/power.h, and 
the flag in Opal to turn on Wattch profiling is the WATTCH_POWER flag (see 
opal/config/config.defaults).
