    I am using GEMS-1.4. I tried to remove TransactionManager.h, but it didn't help.

If you are using GEMS 2.0, please check/ensure that
$GEMS/ruby/simics/commands.C or $GEMS/ruby/simics/commands.h
does not include TransactionManager.h
Do a 'make clean' and try recompiling after that.
