It is the interface between processor and memory. All memory transitions will register themselves into corresponding sequencers. And the sequencer will regenerate the memory transition sending from Simics into message into mandatoryQueue which can trigger event to corresponding cacheline. And when a memory transition finishes, it will call sequencer::hitcallback to wakeup corresponding Simics processor.
