The latest version of GEMS handles Simics versions a little differently, by changing Makefile.simics_version. Don't use the append operator in Makefile.simics_version in GEMS 1.2+... that could break several #ifdefs in various places. Use := instead of += if you're defining the Simics version.

and I am using g++-3.3 in the GEMS Makefiles
