[DynInst_API:] segfault in intel-tbb 2023.0.0 init constructor

I'm seeing a segfault from an init constructor in the latest version
of intel-tbb, 2023.0.0 added to spack on May 17.

Has anyone seen this?
Can you reproduce it?

What do you think?

If you don't see an easy solution, I'd suggest a conflict in the
dyninst spack recipe for this rev. Or else, withdraw the rev from the
intel-tbb recipe.
