[DynInst_API:] What should we do about the 2021 Scalable Tools Workshop?

Hi all. I hope you are doing well in these strange times.

As you might remember, the 2021 Scalable Tools Workshop is scheduled
for JUNE 6-10 at the Granlibakken Resort at Lake Tahoe.

We canceled the 2020 meeting, since we didn't think that it was easy
to reproduce the intense interactions that we have at this workshop
with a virtual event.

And we had naively assumed last year that we would be past the worst
of the pandemic by now. 

While much in the world is improving, there are many places still
struggling with the virus.

So, the question is what do we do for this year's event? To help us plan
