[DynInst_API:] release 9.1 updates

Two minor updates:

1) The dyninst and test suite repositories are now tagged with v9.1.0.
2) The test suite tarball now correctly has a Testsuite-9.1.0/ directory 
prefix.
Most of the Dyninst developers will be out for winter break the next two 
weeks; bug reports will be processed when we return at the beginning of 
January. Happy holidays to all.
