[DynInst_API:] Release 8.2 source tarballs

The versions that were up over the weekend were incorrectly prepared 
(full git tree, rather than git-archive, and were not at the proper 
tag). New ones have been posted as of this morning (and should be 
considerably smaller).
If you already grabbed the old ones, "git checkout v8.2.0.1" will put 
you at the right place.
