I complained about this too and I've been told it's fixed.  Look at

Yes, we think/hope it will now work as you guys desire.  I would suggest 
getting rid of any/all entries in your condor_config that mention 
"SURPLUS" and then setting the following:

# Sort groups like they used to be sorted in v7.4
GROUP_SORT_EXPR = GroupResourcesInUse / (GroupQuota + 1)

# Note that GROUP_ACCEPT_SURPLUS and GROUP_AUTOREGROUP are no
# longer synonymous; GROUP_AUTOREGROUP no longer has the same
# semantics of SURPLUS, but instead has the same semantics
# it did in the v7.4 series.
GROUP_AUTOREGROUP = True
